Blackwater participated in two 7s tournaments in 1997. Many of the new players got their first taste of rugby in the Turkey 7s in Blacksburg. The blind team draw format gave our players a chance to play with more experienced players from other clubs. Our gentlemen played well, scoring tries for every team in the tournament.

The first tournament where Blackwater appeared as a team was the Christmas 7s hosted by the James River Club in Richmond. Despite a 0-4 record the team showed great promise for the future.

The first 15s game for Blackwater was scheduled for Feb. 14, 1998 in Lynchburg vs. VMI.

Blackwater Rugby Constitution

ARTICLE I. NAME

The name of this association is: Blackwater Rugby Football Club

Also referred to in this document as "the club".

ARTICLE II. PURPOSE

The purpose of the Blackwater Rugby Football Club is to:

1. Promote amateur rugby football in the Lynchburg area.

2. Provide the members of the club the opportunity for comradeship and athletic competition through the game of rugby football.


ARTICLE III. MEMBERSHIP AND DUES

Section 1. Eligibility
Membership is open to anyone subject to the conditions below.

Section 2. Acceptance
Anyone may be denied membership by a majority vote of the Executive Board. However, a 2/3 vote of the club members present at any officially scheduled meeting or match may override such a denial.

Individuals under the age of 18 must obtain parental permission.

Section 3. Removal of a member
The membership of a member may only be revoked by a 2/3 vote of the club members present at an officially scheduled meeting or match.

Section 4. Dues
The Executive Board sets the amount of dues required for membership in the club for each "season". There will normally be two seasons in the year. Anyone who has met the financial obligations set forth below is not a member in good standing of the club. Dues should be paid before the first regularly scheduled match of the season. If an individual is not able tomeet this requirement he may make arrangements with the Treasurer to pay1&Mac218;2 of the dues amount before the first scheduled match. Individualswho wish to join the club after the first match must pay their dues infull before they will be considered a club member.

ARTICLE IV. OFFICERS AND DUTIES

Section 1. Officers / Executive Board
The Officers of the club comprise the Executive Board and are electedby the members of the club at the annual meeting. These positions are listedA through E as follows:

C. Match Secretary
D. Treasurer
E. Social Chairman

Section 2. Duties
All officers are responsible for recruitment of new members and fundraising in order to provide stability to the club.
A. The President shall chair the meetings of the club,conduct official business on behalf of the club and see that the actionsof the club adhere to the tenets asset forth in this Constitution. The President is also responsible for organizing fund-raising activities.
B. The Vice-President is responsible for administration of the CIPP program, advertisement of club activities, and publicity.
C. The Match Secretary is responsible for correspondingwith match secretaries of other clubs and scheduling matches for the season. Thesecretary will prepare a schedule of matches and see that copies are distributed to members of the club. The secretary will supportthe club policy of playing every member every weekend of scheduled matchesby scheduling sufficient games.
D. The Treasurer is responsible for collecting dues,keeping club finances in a responsible and organized manner and seeingthose monies are disbursed onlyin accordance with policies set forth by the Executive Board. The Treasurershould keep club records in such a manner that he willbe able to give a timely financial report whenever requested by the Presidentor members of the club. Club finances are to be kept in the name of the club.
E. The Social Chairman is responsible for organizingrecruitment and social activities and seeing that they are properly carried out.

Section 3. Terms of Membership
Each member of the Executive Board is elected for a one-year term.

Section 4. Elections
Elections of officers will be held at the Annual Meeting of the club.Any member of the club is eligible to hold office. The time and place ofthe Annual Meeting will be determined by a majority vote of the Executive Board. The terms of office of the newly elected officers will commenceimmediately after the Annual Meeting.

Section 5. Forfeiture of Membership
A member of the executive board may be removed form office by a 2/3 vote of the executive board if that member is absent from three (3) consecutivescheduled meetings without advanced notification to and approval by thePresident. In the event of the removal of a member of the Executive Board,the President will nominate a club member to fill the vacant seat. Theindividual nominated may be installed at the next meeting of the executiveboard subject to a majority vote of approval by the remainder of the ExecutiveBoard.

ARTICLE V. COACHES

A majority shall elect the head coach and one or more assistant coachesof the Executive Committee before the first match of each season. The coachshall schedule practices and he and his assistants are expected to attendeach officially scheduled practice. The coach shall be in charge of conductingpractices and thus will determine what activities shall take place at practices.

ARTICLE VI COMMITTEES

Section 1. General
1. The club shall maintain four service committeesand a selection committee as described below. Ad hoc committees may also be established.
2. The chairman of each service committee shall beelected by a majority vote of the executive committee. In the case of atie vote, the president’s voteshall decide the election.
3. The chairman of each of the service committeesis required to report monthly to the president of the club.

Section 2. Service Committees
1. Social
The Social Committee reports to the Social Chairman. The committee dutiesinclude organizing club functions such as parties after matches and otherclub socials. The committee shall see that suitable quarters are availablefor social functions and that food and beverage is available as required.The committee will also see to the comfort and needs of visiting clubsand distribute maps to social gatherings scheduled after home matches.
2. Tournament
The Tournament Committee reports to the Match Secretary and is responsiblefor organizing club sponsored tournaments. This includes scheduling teamsfor the tournament, reserving playing fields, scheduling referees and seeingthat proper equipment and facilities are available. The Tournament Committeewill coordinate with the Social Committee to see that tournament socialfunctions are properly arranged.
3. Fund Raising
The Fund Raising Committee reports to the President. Its duties includecarrying out fund raising activities.
