The Dial-Up Adapter may not be bound to the TCP/IP protocol. Check
to make sure that it is:
From your desktop, right-click the Network Neighborhood icon and choose Properties.
Double-click Dial-Up Adapter.
Choose the Bindings tab.
Make sure that TCP/IP is bound to the Dial-Up Adapter.
Click the OK button to close the Bindings tab.
Click the OK button to close Dial-Up Networking.
