The first section you will see is Navigation. The option field titled Navigator Starts With should be set to Home Page. A bit below where it says Location, type http://home.lynchburg.net/ in the box.
If you wish to adjust how much space Netscape will use for cache, select Advanced on the left and under that go to Cache.
